Why this is checked before price
Compliance is the one line item that can stop your container at the border, and the documents are usually available long before you place the order. Asking for them early costs nothing and tells you a great deal about the factory.

Ask for the document, not the claim
A factory that has done the testing can send the report within a day. If the answer is "that can be arranged", keep asking before you pay tooling.
